Southeast Asia's rapid digital transformation is placing unprecedented strain on the region's construction sector. A mid-year report by Irish construction consultant Linesight highlights that while most Asia-Pacific (APAC) markets started 2025 on a strong footing, persistent labour shortages, rising material costs and supply-chain vulnerabilities are disrupting project delivery. For Southeast Asia specifically, these execution risks are concentrated in the digital infrastructure segment, which is central to the region's ambition to become a global technology hub.
Singapore: Output Growth Tempered by Resource Constraints
Singapore's construction output is forecast to rise by 4.5% in 2026, with medium-term annual growth of around 4% through 2030. Major infrastructure projects such as Changi Airport Terminal 5, the Marina Bay Sands expansion, new hospitals and rail extensions are boosting activity. However, the secondary driver—demand for manufacturing facilities and data centres—is equally significant. Government incentives for digital construction, robotics and sustainability are encouraging productivity gains.
Yet Singapore faces acute skilled-labour shortages and tight subcontractor capacity. Rising oil, freight and commodity prices are driving construction costs higher, while the city-state's heavy reliance on imported materials makes it vulnerable to global supply-chain disruptions. However, construction inflation is forecast at 5–6% in 2026, fuelled by higher oil prices, freight costs and commodity prices linked to regional geopolitical tensions. Proposed reductions in government subsidies and strong overall demand are compounding cost pressures. Labour shortages remain severe, prompting reliance on both local and international contractors. Intense competition in the data centre market is squeezing margins and influencing bidding strategies. The challenge for Malaysia will be to scale its workforce and materials supply to sustain the data centre-led investment pipeline.
Thailand: Emerging as a Strategic Data Centre Hub
Thailand's construction industry is recovering steadily, with output expected to grow by 3.7% in 2026, supported by investments in renewable energy, transport infrastructure and tourism-related developments. Critically, the country is positioning itself as a strategic data centre hub in Southeast Asia, with approximately US$29 billion in projects under development. Government support through the Board of Investment—including approvals for new data centres, clean energy projects, and the FastPass programme—is accelerating investment. Efforts to address bottlenecks around electricity access, land approvals and visa processes are expected to unlock further construction activity.
Nevertheless, Thailand faces significant constraints. Construction inflation is forecast at 3.5–4.5% in 2026, driven by higher oil, freight and commodity costs. Labour shortages are deepening as demand for specialist data centre skills grows. Rising wages and a limited domestic talent pool force contractors to rely on foreign workers, but work permit approvals lag market demand. Weather-related disruptions also frequently affect project schedules, requiring greater contingency planning.
Regional Impact: How Infrastructure Constraints Affect ASEAN Digital Ambitions
The construction capacity crunch in Southeast Asia has direct implications for the region's digital economy. Data centres are the backbone of cloud computing, AI services and digital platforms. Delays in building these facilities could slow the rollout of 5G, edge computing and smart-city initiatives, hampering ASEAN's competitiveness in attracting hyperscale cloud providers and tech investment.
Moreover, the semiconductor and electronics manufacturing supply chain that many ASEAN countries are seeking to expand requires high-specification industrial facilities. Construction delays or cost overruns could deter multinational corporations from establishing or expanding their regional manufacturing hubs.
Labour shortages are particularly worrying. Across the region, there is a severe deficit of skilled workers in mechanical, electrical and plumbing (MEP) trades, data centre commissioning engineers and project managers. This not only raises costs but also extends project timelines, making it harder for ASEAN to capitalise on the global shift toward supply-chain diversification.
Future Outlook: Building Capacity for the Digital Economy
Over the next 3–5 years, Southeast Asia's construction industry must evolve to meet the demands of the digital age. Governments can play a key role by investing in vocational training programmes focused on construction technology, digital skills and MEP specialisations. Policies that streamline work permit approvals for foreign specialists and incentivise modular construction and off-site fabrication could help alleviate labour shortages.
On the supply side, reducing dependence on imported materials—by developing local manufacturing for steel, cement and prefabricated components—would improve resilience. Enhanced regional cooperation under frameworks such as the ASEAN Smart Cities Network and the ASEAN Digital Masterplan 2025 could facilitate knowledge sharing on construction best practices, digital twin technologies and sustainable building methods.
While demand for digital infrastructure in ASEAN remains robust, the industry's ability to deliver on time and on budget will determine whether the region can fully realise its digital potential. Construction is no longer a supporting sector; it is a critical enabler of ASEAN's economic transformation.
