This includes a regional data governance framework that balances privacy with data sharing for public good; a standardized PPP model that reduces transaction costs for private investors; and a common interoperability roadmap that allows cities to procure technology with confidence that it will work across borders.
Without this soft infrastructure, the 26 ASCN pilot cities risk remaining isolated showcases—impressive in their own right but failing to generate the multiplier effects that the framework was designed to unlock. With it, ASEAN has a genuine opportunity to leapfrog the fragmented urban development patterns of other regions and build a resilient, digitally integrated economic community that benefits all its citizens.
