Jakarta – With more than half of Southeast Asia’s 680 million people already living in cities—a share projected to exceed 55% by 2025—the pressure on urban infrastructure, housing, and public services has never been greater. The ASEAN Smart Cities Network (ASCN), launched in 2018, was designed precisely to address this challenge by fostering collaboration among 26 pilot cities across all ten member states. In 2023, Indonesia was selected as the ASCN Shepherd for the 2024–2025 term, a role that places the Ministry of Home Affairs at the center of driving the network’s strategic evolution. Now, a comprehensive study by the Parahyangan Center for International Studies (PACIS) has proposed seven concrete initiatives to accelerate that transformation.

Background: ASCN and Indonesia’s Shepherd Mandate

The ASEAN Smart Cities Network is not merely a forum—it is a platform for peer learning, policy alignment, and technology deployment. Its 26 pilot cities range from capital metropolises like Jakarta, Bangkok, and Manila to secondary cities such as Luang Prabang, Da Nang, and Johor Bahru. Each city commits to developing a “Smart City Action Plan” aligned with the ASCN framework, which emphasizes people-centricity, sustainability, and resilience.

Indonesia’s selection as Shepherd in 2023 marked a significant vote of confidence. The Ministry of Home Affairs (Kemendagri) serves as the central coordinating body, tasked with guiding the network’s strategic direction, facilitating dialogue among members and dialogue partners, and ensuring that initiatives translate into on-the-ground impact. The Shepherd nation does not impose solutions but rather acts as a catalyst—convening meetings, synthesizing best practices, and brokering partnerships.

The PACIS Study: Research Foundation for the Seven Initiatives

To solidify its leadership, Indonesia commissioned a research study from the Parahyangan Center for International Studies (PACIS), based at Universitas Katolik Parahyangan in Bandung. The study, which began in April 2024, employed a mixed-methods approach: desk research of ASCN documents and smart city benchmarks, field observations, and in-depth interviews with city officials, private sector representatives, and international development partners.

A critical fieldwork milestone was the ASCN Annual Meeting held in Luang Prabang, Lao PDR, from July 30 to August 1, 2024. Researchers attended plenary sessions and breakout workshops, capturing firsthand the challenges and aspirations of participating cities. The preliminary findings were presented at a Focus Group Discussion (FGD) on October 7, 2024, hosted by the Directorate General of Territorial Administration in Jakarta. The event was opened by Purwo Laksito, Director General of Territorial Administration, and attended by representatives from ASCN pilot cities, development agencies, and academia.

The Seven Initiatives: A Roadmap for ASCN Development

Based on the PACIS research, the following seven initiatives were proposed to strengthen the ASCN’s effectiveness and Indonesia’s shepherd role. They represent a mix of soft infrastructure (knowledge sharing, capacity building) and hard infrastructure (digital platforms, pilot projects).

1. Promote Regular Discussion Series Among Member Cities

Sustained knowledge exchange is the backbone of any collaborative network. The initiative calls for a structured series of virtual and in-person discussion forums, held quarterly, where city officials can present challenges, share solutions, and seek peer feedback. The series would be thematic—covering topics such as waste management, traffic congestion, or digital identity—and would rotate among pilot cities as hosts.

2. Hold Dedicated Private Sector Meetings and Workshops During ASCN Annual Meetings

Public-private partnerships are widely acknowledged as essential for smart city financing and innovation. Yet, in past ASCN annual meetings, private sector engagement has been ad hoc. The initiative proposes a dedicated track—half-day workshops or “matchmaking” sessions—where city leaders can meet technology providers, infrastructure firms, and investors. This would help bridge the gap between urban needs and market solutions.

3. Develop a Formal Sharing Mechanism Among Dialogue Partners

ASCN benefits from support from dialogue partners such as China, Japan, the European Union, South Korea, and the World Bank. Each offers funding, technical assistance, or pilot projects—but coordination among them is often fragmented. The initiative recommends a formal mechanism—perhaps a shared online portal and regular coordination meetings—to align partners’ contributions with ASCN priorities and avoid duplication.

4. Build Capacity Through Targeted Training Programs for City Officials

Many ASCN cities lack the technical expertise to design and implement smart city systems, particularly in data governance, cybersecurity, and urban analytics. The initiative proposes a tiered training curriculum, co-developed with universities and training institutes in ASEAN member states. Topics would include smart city planning frameworks, procurement of digital infrastructure, ethical use of AI, and disaster resilience. Indonesia, through its Ministry of Home Affairs and the newly established ASECH Center of Excellence, would take the lead in piloting the first training cohort in 2025.

5. Encourage Implementation of Pilot Projects for Specific Smart City Solutions

While ASCN has produced many plans, tangible pilot projects remain limited. The initiative urges each pilot city to select at least one “quick-win” project—such as smart street lighting, integrated command centers, or e-governance portals—and to document results openly. A dedicated fund, supported by dialogue partners, could co-finance the first wave of pilots, demonstrating viability and generating replicable case studies.

6. Develop a Digital Platform for Sharing Best Practices and Data

Knowledge silos persist despite ASCN’s existence. The sixth initiative calls for a centralized digital platform—an online repository of smart city action plans, success stories, technical white papers, and key performance indicators. The platform would also host a discussion forum and a searchable database of vendors and consultants. Indonesia has committed to designing the platform prototype by mid-2025.

7. Establish the ASEAN Smart City Center of Excellence (ASECH)

The crown jewel of the seven initiatives is the creation of a dedicated Center of Excellence. Formally named the ASEAN Smart City Center of Excellence (ASECH), it will serve as a knowledge hub, training institute, and research facility for smart city governance across the region. Based in Indonesia—likely in the new capital Nusantara (IKN)—ASECH will be governed by a multi-stakeholder board including ASCN representatives, academia, the private sector, and international organizations. Its functions include developing regional standards, conducting policy research, certifying smart city professionals, and providing advisory services to member cities.

Indonesia’s Shepherding Role in Practice

Indonesia’s leadership goes beyond merely hosting meetings. The Ministry of Home Affairs has already begun implementing elements of the PACIS recommendations. In late 2024, the ministry launched a preliminary discussion series via video conference, drawing participation from 18 pilot cities. The first private sector workshop is scheduled for the ASCN mid-year meeting in May 2025 in Jakarta.

Domestically, Indonesia is leveraging its own smart city initiatives—particularly the “100 Smart Cities Movement” (Gerakan Menuju 100 Smart City)—to supply lessons for the regional network. Cities such as Bandung, Surabaya, and Makassar have established integrated command centers and open data portals that can serve as benchmarks for smaller ASCN cities.

“Indonesia’s shepherd role is not about prescribing a one-size-fits-all model,” said a senior official at the Directorate General of Territorial Administration during the October FGD. “It’s about creating the conditions for cities to learn from each other, tap into resources efficiently, and scale what works.”

The ASECH Center of Excellence will be the institutional backbone of this effort. Its location in Nusantara is symbolically potent: the new capital is being designed from scratch as a smart, green, and inclusive city, providing a living laboratory for the entire region.

Forward Look: Malaysia’s 2025 Chairmanship and Beyond

ASCN operates on a rotating shepherd model. Indonesia’s term runs until the end of 2025, after which Malaysia will assume the chairmanship of ASEAN and, by extension, the ASCN shepherd role. The handover is expected to take place during the ASEAN Summit in Kuala Lumpur in late 2025.

This transition presents both continuity and opportunity. Malaysia has its own robust smart city programs—cities like Kuala Lumpur, Johor Bahru, and Kota Kinabalu are ASCN pilot members—and is likely to build on the foundation laid by Indonesia. The seven initiatives, particularly the digital platform and ASECH, are designed to be institutionally sustainable regardless of which nation serves as shepherd.

However, challenges remain. Funding for smart city projects across ASEAN is uneven, with wealthier member states like Singapore and Thailand far ahead of newer members like Cambodia, Laos, and Myanmar. Coordination among dialogue partners, while improved, still suffers from bureaucratic inertia. And the digital divide between cities and rural-urban peripheries could widen if not addressed deliberately.

Still, the momentum is clear. The PACIS study has provided an evidence-based roadmap; Indonesia has shown political will; and the ASECH Center of Excellence promises to institutionalize smart city governance for the long term. As urban populations surge across Southeast Asia, the ASCN—guided by its shepherd and energized by these seven initiatives—may well become a model for regional cooperation in the digital age.
